Why is the Delete button greyed out?

Delete is disabled when no page is selected or when every page is selected, because a PDF needs at least one page. Click the tiles you want to remove, or press Deselect All and pick them again.

What happens to form fields?

They lose interactivity, because the document-level form dictionary does not travel with the pages. Fill the form before reorganising if the values matter.

Is quality affected by reordering?

No. Pages are copied without re-encoding, so nothing about their text, images or fonts changes.

No. Encrypted documents are refused when the file is parsed; remove the protection first.
